NOTE: A couple of people have asked me if there is increasing in this pattern, due to the little bit of “flare” that is seen in the cowl while on the mannequin. My original cowl (the one pictured) did not have any increase. However, I would like to include an extra step for that so that you would see the “flare” of the cowl more clearly. :-) If you would like to add the increases, follow the steps for “Optional Increase Round Directions.”
Fringe
Cut 42 (44 if you add the increase round) pieces of yarn that are 6-7 inches long, and set aside. After the cowl is made, attach one piece of fringe to each of the 42 sts (44 sts if you add the increase round) around the bottom edge of the cowl.
Fringe Cowl
Ch 43.
Row 1: Hdc in 2nd ch from hook, *hdc in next ch; repeat from * across. Join to first st. (42 sts)
Round 2: Ch 1. Hdc in same st, *hdc in next st; repeat from * around. Join. (42 sts)
Round 3-7: repeat round 2. (42 sts)
Fasten off.
Optional Increase Round Directions
Follow rounds 1-4 as shown above.
Round 5: Ch 1. Hdc in first 20 sts, 2hdc in next st, hdc in each st until the last st, 2hdc in last st. (44 sts)
Round 6-7: Follow as shown above.
This fun design can also be made with a few variations that would give it a completely different look or feel. For a dressy look, make the cowl in black, and use fancy novelty yarns for the fringe. Or, change colors every few rounds for a fun, striped design. The possibilities are limitless!
I have a few more crochet accessory patterns too!

This cozy headband crochet pattern includes directions for a fun, loopy flower.
And a pretty crochet scarf pattern that is perfect for spring!

I don’t think it came out like the picture …I get what people mean by the flare , it’s not wide enough to cover the shoulder like it appears to in the picture :( there are 7 rows in the photo but it seems to increase quite a bit more than one stitch

Love your patterns ! ?

Wonderful pattern! Mine flared perfectly without the increase. Seems as if the weight of the yarn flared naturally. Thanks so much for sharing.
